There are people so intent on the separate life of the individuals that they cannot grasp a notion of the action of a community as a whole – such an observer, incapable of a wide view of society, is aptly described in the saying that he, “cannot see the forest for the trees.” But on the other hand, the philosopher may be so intent upon his general laws of society as to neglect the individual actors of whom that society is made up, and of him it may be said that he cannot see the trees for the forest.
